Users that require extended auditing retention require A5 Licenses and the Advanced Auditing app enabled on their account:

By selecting users without specifying Record types, all records are logged.
1 Year retention periods require the user who the policy is applied to, to have A5 licenses. Longer than that requires the 10 Year license add-on.
